Haydee Rosario
Haydeé is an accomplished attorney and a member of the National Academy of Arbitrators with over 30 years of experience in labor-management relations. She specializes exclusively in labor and employment arbitration, bringing substantial expertise in both the private and public sectors. Her practice covers a wide range of issues, including contract interpretation and application, discharge and disciplinary actions, competency, discrimination, and management rights. Additionally, she has experience in sports anti-doping arbitration.
As a bilingual arbitrator (Spanish/English), Haydeé has worked with diverse workforces across the United States, Puerto Rico, and the U.S. Virgin Islands.
In 2006, after serving over 14 years as an attorney at the National Labor Relations Board (Region 29), Haydeé joined the New York City Department of Education, Office of Labor Relations, where she represented the agency in legal and labor relations matters concerning collective bargaining agreements affecting approximately 135,000 employees.

She also served as Co-Editor of the Proceedings of the 2017 and 2018 National Academy of Arbitrators Annual Meeting; Co-Facilitator at the 2023 Federal Mediation and Conciliation Service, Training in the Federal Sector; and Panelist on “The Top 5 Things You Need to Know About Federal Sector Practice” at the 2024 NAA Annual Meeting. Additionally, she was a Panelist on the 46th Annual Conference, National Center for the Study of Collective Bargaining in Higher Education and the Professions, at Hunter College, City University of New York.
Born and raised in Río Piedras, Puerto Rico, Haydeé is a member of the New York State Bar, First Department. She holds a B.A. in Cultural Anthropology from the University of Connecticut and a J.D. from Queens College, CUNY Law School.
